Google Ads for Licensed Gambling Operators: Certification and Whitelisting

Google allows gambling ads — but only from certified advertisers, in approved countries, under strict formats. Here is how licensed operators actually get running on Google.

Google Ads for Licensed Gambling Operators: Certification and Whitelisting — article cover

Google does not ban gambling advertising — it gates it. Real-money gaming ads are allowed from advertisers who hold a valid local licence, complete Google's certification for each target country, and follow format rules. The gate is where most operators get stuck.

How Google's gambling policy works

Three layers stack on top of each other:

  • Country rules: each market has its own list of permitted products (casino, sports betting, lottery) and its own regulator whose licence Google recognizes.
  • Advertiser certification: you apply per country, evidencing your licence and the domains you will promote. Certification is tied to the advertiser entity and account.
  • Ad and destination rules: responsible-gambling messaging where required, no targeting minors, and landing pages that match the certified domain.

Why applications fail

  • Domain mismatch between application, ads, and landing pages
  • Licence jurisdiction does not match the targeted country
  • Account history: prior policy strikes on the applying account
  • Payment profile country conflicting with the licence

The agency-account route

Certification attaches to the account structure, which is why operators increasingly run through licence-attached agency accounts: the certification exists at partner level, onboarding a licensed brand is a document check rather than a cold application, and a policy incident does not orphan your history. The trade-offs are the same as on other platforms — see agency vs regular accounts.

Once you are approved

Google rewards account continuity like every auction system. Stable spend history and a consistent conversion feed lower your effective cost per acquisition over time — the same dynamic covered in our cost-per-deposit playbook. Search and YouTube inventory in regulated markets is often cheaper per deposit than social, precisely because fewer operators clear the gate.

This article is general guidance, not legal advice — always verify current policy for each market you target.
